Universities urged to improve English language skills for students

VietNamNet Bridge - Deputy Minister of the Ministry of Education and Training Banh Tien Long has asked universities to help students improve their English so that they can use it confidently and competently by 2015. Mr Long made the statement at a seminar held in Hanoi on December 5 with a focus on English language training for students at universities in Vietnam. The event was co-organised by the Ministry of Education and Training (MoET) and the Educational Testing Service (ETS) Global. Mr Long said that to improve the quality of teaching and English language skills, universities should attach more importance to upgrading infrastructure and English teaching facilities. In addition, teachers should improve their teaching methods and their knowledge to encourage students to get involved in studying English. Tran Thi Ha, head of the University and Post-University Department under the MOET said that universities should pay more attention to teaching English for Special Purposes (ESP). To help universities accomplish this, from now till 2010, the MoET will implement the teaching of English under four specialities including information technology, finance-banking, business administration and tourism. By 2020, universities should strive to prepare students to learn ESP in English. General Director of the ETS, Dr Zoubir Yazid said that English teaching in Vietnam should be in accordance with international standards in future. Accordingly, universities should invite foreign experts and lecturers to teach their students. In addition, it should be a compulsory requirement that employees should hold TOEFL, IELTS or TOEIC certificates before being admitted to work at enterprises and agencies.

Inevitably, it is competition that forces better standards. Faced with growing competition from countries such as Ireland and the Philippines, the ITES/BPO (information technology enabled services/ business process outsourcing) industry in India is now willing to develop a single standard for recruiting universally acceptable candidates. “We as an industry have failed till now, and need to develop various levels of competence as a standard,” says the pioneer of the Indian BPO industry, Raman Roy, chief executive officer of Quattro, an ITES company. “That way, customers can choose a company that would meet their demand.”
English language skills, commonly seen as the most obvious area requiring attention, is not the only thing on the mind of industry peers. Common standards are also sought for recruitment, due diligence and employee security. In addition, software majors are working with the BPO industry to evolve a common standard for the software it uses.
The subject has critical value for BPOs as they spend crores of rupees annually, and lose valuable time in training and re-training executives. Industry estimates put the average cost that a BPO company ( 200-300 seats) spends on training at Rs 5 lakh-10 lakh per month. Therefore, a universal standard holds considerable promise.
“We need a standard that can test skills in speaking, writing, communicating and listening, not just English [as a language],” says a senior executive responsible for recruitment at Steria India (formerly Xansa), an ITES company based in Noida in Uttar Pradesh.
“The BPO industry should also look at a screening software that can identify candidates and test their integrity. If the Test of English for International Communication (TOEIC) can offer all this, it can become an industry standard.” TOEIC is a global standard for measuring English language skills for business; the test is conducted by Princeton-based ETS, a private, non-profit organisation for educational measurement and research, primarily through testing.
Part of the reason why the Indian ITES industry did not bother with a single standard for over a decade was that it was raining business. Now, fears of a strong rupee alongside competition from other countries have made a single standard essential. “The situation is ripe for India to take the lead amongst global BPOs by setting a single standard,” says Roy.
India’s software body Nasscom (National Association of Software Services Companies) launched an initiative in 2006 called Assessment of Competence (NAC). “The association has taken the employment pyramid approach to understand the industry’s skills requirement better and [to] create specific education and development initiatives [on this] basis,” says Som Mittal, president of Nasscom. However, Mittal could not provide any specific number with regard to companies that have accepted NAC as a standard.
“The initiative by Nasscom has failed to address key issues and, hence, the search continues for an all-industry acceptable standard,” says Muneed Ahemad Khan, head of human resource and training with Call2Connect India, which provides ITES services to Tata Teleservices, Airtel and Vodafone. According to Khan, the key issue that Nasscom failed to address include security, written and accent skills.
Still, if the current momentum to establish that elusive standard is sustained, the Indian BPO industry could soon come out with an international standard, says Khan. Necessity is the mother of standards, too.

Working mothers learn English with their kids

Despite having to look after their children, many working mothers want to learn English. This means they often have to fight the clock to find the time, sometimes attending English classes during lunch break, while at other times taking their children along.
Although not all of them use English at work, the women say learning the language during their spare time helps energize them.
One recent Sunday, The Yomiuri Shimbun visited a community hall in Suginami Ward, Tokyo, where a group of women and their children were attending an English class.
The class, organized by Yumi Senda, a 45-year-old woman who works at the planning department of Taisei Corp., was actually for the children, but their mothers were also interested in the language.
Classmates of Senda's 3-year-old daughter and their parents gather once a month at the hall to learn English from a Japanese-American instructor, a friend of Senda's.
"The class is primarily for children. But my real motivation was exposing myself to English," Senda said. In fact, she spoke in English when discussing class details with the instructor.
At Senda's work place, she and her colleagues speak Japanese. But on occasion, she examines blueprints written in English and takes phone calls from abroad.
She learned English by chatting with foreign participants at a hula dance club she had joined. Before her daughter was born, she often spoke with friends she made in the club, but after the child's birth, she couldn't find the time to meet them.
Senda said she felt she would lose her command of English if that continued, so she decided to organize the class to expose herself to the language as much as possible.
"When my daughter gets older, I want to seriously study English and use it at work," she said.
"A lot of working parents want to learn English or polish their skills while they're busy raising their kids," said Tomoko Itofuji, editor in chief of Bizmom magazine, which targets working mothers.
"Caring for children while at work doesn't allow them enough time to study either at night or on weekends. That prompts working mothers to make full use of their lunch breaks or the early morning before going to work," Itofuji said.
Indeed, working mothers use every opportunity to learn English: attending English classes near their workplace, studying while they commute to work or taking classes with their children. Some mothers even go abroad with their children to study English during the summer vacation.
Some mothers want to study the language in order to provide a better English education for their children, rather than use English at work.
"Regardless of whether they can turn their language proficiency into a career, learning in its own right helps encourage working mothers, allowing them to revitalize themselves as they lead their busy lives," Itofuji said.
Ayumi Kawasaki, a career adviser who learned English while taking care of her own children, offers some tips from her own experience:
k Read magazines and newspapers that have something to do with your job. Kawasaki subscribes to the U.S. magazine Working Mother, which helps her not only to improve her English, but also to obtain information of professional interest to her.
k Watch DVDs in English with family members, using English subtitles. It helps you to understand the content as well as to brush up your listening skills. When you watch them with your children, choose titles that suit your children's interests. "Make it a family event on weekends. It's fun!" Kawasaki said.
k Make it a rule to study English every day, even for a short time, with an English-learning Web site. While there are plenty of English learning sites on the Internet, Kawasaki's favorite is "iKnow!," which offers a class that lasts about 10 minutes. Such a site requires very little time, and can be easily squeezed in before the start of a day's work.
"What is important is to continue your studies. For that purpose, setting a clear goal is essential," Kawasaki said. "I found many people don't know their own English level. You need to measure it through such methods as TOEIC (Test of English for International Communication). Then, set a conservative target, for example, aiming for a certain TOEIC score or setting a goal such as 'to be able to take phone calls from abroad without hesitation,'" Kawasaki said.
She also advises mothers to study together with their children and, if the children are of an appropriate age, competing to see who gets the higher scores.

In support of the United Kingdom Home Office’s new points-based immigration system, ETS announced today the successful launch of the TOEIC® (Test of English for International Communication™) Speaking and Writing Tests on May 22 at Bloomsbury International Language Center, London.
TOEIC® Speaking and Writing Tests allow experts to measure a person’s ability to use spoken and written English in the workplace. The TOEIC test has been included as part of the new immigration policy announced by the Border and Immigration Agency of the U.K.’s Home Office earlier this year.
“The demand for the TOEIC test, especially within the U.K., was immediate as many people needed to take the test straightaway,” says Ian Lucas, Executive Director of ETS Europe-U.K. “To meet their needs, we were able to launch the TOEIC Speaking and Writing Tests earlier than expected, and have now scheduled additional testing sessions on a monthly basis.”
Since 1979, the TOEIC test has been recognized for the highest levels of score reliability and fairness. Developed by ETS, the TOEIC test has set a worldwide standard for workplace English-language proficiency testing. Today, over 8,000 corporations in more than 90 countries use the TOEIC test, and 4.8 million tests were administered in 2007.
TOEIC Speaking and Writing Tests complement the TOEIC Listening and Reading test and provide a complete assessment of a test taker’s language ability in all four-skill areas – listening, reading, speaking and writing. The Speaking Test measures a test taker’s ability to use spoken English. Responses are scored by ETS-trained raters who evaluate abilities in areas such as pronunciation, intonation, grammar, vocabulary, and relevance and completeness of response content. The TOEIC Speaking Test lasts approximately 20 minutes and includes 11 questions measuring different aspects of spoken English.
The TOEIC Writing Test measures a test taker’s ability to use written English. Overall organization and appropriate and precise use of grammar as well as vocabulary are considered by raters. The test lasts approximately 60 minutes and includes eight questions measuring different aspects of writing ability.
“The TOEIC testing process is remarkable,” notes Lucas. “Unlike other tests, the TOEIC Speaking and Writing Tests are done in real time, where questions are downloaded and answers uploaded as test takers progress through the test. Bringing this test to the U.K. market has been very exciting, and I’m pleased with the successful launch of the first administration.”

Why is this important for us?
There are many reasons but here are the most important ones:
1. We are professionals need to assess our own English skills - Skills that are used in the workplace. What better way than to use TOEIC - a English test designed for the workplace?

I first took the test at P&G in Japan where the test was mandatory for all employees and the score were used as a promotion criteria. The scores were also used to assign training modules for employees.
